I’m not sure about “best” but a good coupon organizer for me is a simple recipe box with dividers. Label the dividers according to product types (dairy, meat, canned goods, frozen food, pet food, paper products, cleaning/laundry, etc…) It’s easy and very convenient when you need to shop for specifics. Just go to the divider and voila! Just be sure to take time to pull out the expired ones periodically. Also, I have a notebook that has all pocket folder pages which I use for other types of coupons such as dining, stores, services, etc…
